Under the 1991 Korea-Russia IUU Fishing Prevention Agreement, Korean coastal vessels operating in Russian waters are required to report fishing activities in accordance with assigned quotas to the Russian Federal Agency for Fisheries.

To fulfill mandatory reporting obligations, a customized reporting system was developed and installed in dedicated fishing report terminals. The system includes content for position reporting, electronic port entry and exit reports, daily fishing logs, and distress signaling. It utilizes INMARSAT-D service, which offers approximately 70% cost savings compared to general satellite communication.

In accordance with the Korea-Russia Fisheries Agreement, Korean squid jigging vessels operating seasonally in Russia’s economic zone must report departure, arrival, and catch data to relevant authorities.
